Tattoo onsen Kyoto: 3 sourced facilities, prices, and how Kyoto sento treat tattoos
Kyoto has no verified onsen that admits uncovered tattoos in a shared bath, but it has two fully private saunas that say tattoos are fine and one super sento with a written single-sticker rule. This guide lists only facilities whose own page states the policy, with the date we read it, and explains how the city's neighbourhood sento fit in.

- 1 super sento admits covered tattoos: Fushimi Chikara no Yu, if a single 13×19 cm sticker of its own covers the tattoo (notice dated 2021-01-15).
- 0 shared onsen or sento in Kyoto prefecture are in our verified list as tattoo-OK without cover, as of 2026-09-12.
- Kyoto sento with no written rule are "unconfirmed": ask at the counter, and do not rely on directory sites that list them as tattoo-friendly.
Kyoto city has few natural hot springs in the centre; most bathing here is sento (public bathhouses) and saunas. The word "onsen" in a Kyoto facility name is not a guarantee of spring water, and is irrelevant to the tattoo rule in any case.
Kyoto facilities with a written tattoo policy
All three are in Kyoto city. Two are in Nakagyo, within walking distance of Karasuma-Oike and Kawaramachi; the third is in Fushimi near Takeda station. Names are given as the facility writes them.

ROKKAKU appears twice in the app's verified list (under its English and Japanese names, same address); it is one facility. All three entries were first verified on 2026-08-03 or 2026-08-04 and re-opened for this article on 2026-09-12 with no change found.
Prices and booking, from the official pages
The two private saunas are the only options in Kyoto for a tattooed visitor who wants heat and cold water without a cover. They are priced as private hire, so the per-person cost drops with group size.

How Kyoto sento treat tattoos
Kyoto's neighbourhood bathhouses are regulated under the same national law as every other public bath. The Public Bath Act (公衆浴場法, Act No. 139 of 1948) defines a public bath as a facility that bathes the public using hot water, sea water, hot-spring water or the like, requires a prefectural permit, obliges the operator to refuse anyone believed to have an infectious disease, and leaves hygiene and public-order standards to prefectural ordinance. We opened the text on e-Gov on 2026-09-12; the words 入れ墨 and タトゥー do not appear anywhere in it. A tattoo ban is therefore a house rule, not a legal one, and a sento is equally free to have no rule at all.
That is why so many Kyoto sento are silent. Their websites, where they have one, list hours, price and the type of bath, and say nothing about tattoos. The app labels these "unconfirmed" rather than guessing. In practice a silent sento is often relaxed about small tattoos, but "often" is not a policy, and the person at the counter decides. If a paper sign at the entrance reads 刺青・タトゥーお断り, that is the policy.
Admission prices at neighbourhood sento are regulated per prefecture. We could not open the Kyoto bathhouse association's site on 2026-09-12, so we do not state the Kyoto figure here. For scale, the Tokyo Sento Association's notice puts the Tokyo adult price at ¥600 from 2026-08-01. Kyoto's regulated price is in the same range; check the association or the sento's own page for the current number.
- Open the sento's own page or the Kyoto bathhouse association's listing and look for タトゥー or 刺青.
- If there is a statement, follow it. If it is a cover rule, buy the facility's sticker, not your own.
- If there is no statement, ask at the counter before paying. "タトゥーがありますが、入れますか" is enough.
- Do not enter a bath with a refusal sign. Being asked to leave after undressing is worse for everyone than a two-minute question.
Why directory sites overstate Kyoto
Directory-style tattoo-friendly lists tend to include any Kyoto sento where a blogger was not challenged. That is a report of one visit, not the facility's policy, and it cannot be checked. The three facilities above are listed because the facility itself wrote the rule down, and each row carries the date we read it. When a page changes, the date changes; when a facility goes silent, it drops off the list. That is a smaller list than a directory produces, and a more useful one.

Are there onsen in Kyoto that allow tattoos?
As of 2026-09-12, no Kyoto onsen or sento in our verified list states that uncovered tattoos are welcome. What Kyoto has in writing is two fully private saunas in Nakagyo ward that admit tattoos because the whole facility is rented to one party (MACHIYA: SAUNA KYOTO and ROKKAKU), and one super sento in Fushimi (Chikara no Yu) that admits tattoos covered by a single 13×19 cm sticker of its own.
Can I go to a neighbourhood sento in Kyoto with a tattoo?
